A biographical note:
prof. dr hab. Marek Zubik (born in Przemysl, 1974). He graduated in law at the Faculty of Law and Administration of Warsaw University in 1997. Then Ph.D. student in the Department of Constitutional Law. In April 2000, he received Ph.D. on the basis of his doctoral thesis: The national budget in the Polish constitutional law prepared under the direction of prof. dr. hab. Leszek Garlicki. Four years later, in 2004, obtained a habilitation degree on the basis of dissertation: Internal Organization of the Sejm of the Republic of Poland. By the act of 2012, the President of the Republic of Poland granted him the title of professor of legal sciences. Employed as full professor since 2014.
He was a participant and a manager of research programs carried out by the Helsinki Foundation for Human Rights, Institute of Public Affairs and the Committee for Scientific Research. He worked as an expert with the Organization for Security and Co-operation in Europe. In 1999 he became a fellow at the National Foundation for Polish Science.
He was the Secretary of the Polish Section of the International Association of Legal Sciences in Paris (2000-2004), the Secretary of the Committee of Legal Sciences of the Polish Academy of Sciences (2004-2007), and since 2007 member of the presidium of the Committee of Legal Sciences of the Polish Academy of Sciences. He has been a member of the editorial board of The Sejm Rewiev (Przeglšd Sejmowy) since 2006.
He worked as an expert in the Office of Studies and Expertise of the Chancellery of the Sejm (1998-2002). Then, he was the vice director of the Department of the Preliminary Review of Applications and Constitutional Complaint in the Constitutional Tribunal (2002-2007). Since 2006, Head of Department of Constitutional Law, University of Warsaw. From November 2007 till July 2010 he was the Deputy of the Commissioner for Civil Rights Protection and from June 2010 till November 2010 – the President of the Legislative Council (the advisory body to the Prime Minister and the Council of Ministers). In November 2010 he was elected by the Polish Sejm a Judge of the Constitutional Tribunal. His 9-years tenure started on December 3, 2010.
